Millerstown Borough Council Meeting Minutes March 3, 2025 Those in attendance: President Rob Shipp, Council members Tim Ritzman and Donna Showers. Secretary Karen Knellinger, Plant Manager Jared Wagner and Operator Brycen Little. HRG engineer Isaac Underhill, Solicitor Bill Dissinger and Zoning Officer Tim Reilly. President Shipp called the meeting to order at 7:01 pm. Vice President Kevin Hertzler at 7:09pm. Mayor Kerns arrived at 7:21pm. Public and Private Concerns Sign ins: None The minutes from the regular meeting were emailed and reviewed. Councilmember Showers made a motion to approve the minutes as presented. Councilmember Ritzman seconded the motion. Approval was unanimous. The bills/receipts/expenditures were reviewed and discussed. Councilmember Fegley made a motion to approve the minutes as presented. Councilmember Ritzman seconded the motion. Approval was unanimous. Street Committee Report Jared advises he patched a hole on Sunbury Street at the intersection; they will get some cold patch until it can be paved. He will be getting estimates on the streets to be paved this year along with some patches needed. Sewer Committee Jared advises the sludge pump is still out to Weber Electric. The blower motor in the old digester needs to be repaired. He contacted Kline’s about pumping out the lift station, they will get it scheduled. Water Committee Report The water tower estimate for cleaning is $2,250. It has been 5 years since this was done and DEP suggested it on their inspection report. Vice President Hertzler made a motion to approve the estimate as presented. Councilmember Fegley seconded the motion. Approval was unanimous. A level transducer to accurately read how much water is in the tower is needed also. HRG suggests waiting until after the new water project is completed. The PFAS (forever chemicals) testing was a non-detect for the 3rd time. After January of 2026, the testing will only be required every three years. Finance Committee Report Hamilton and Musser, the CPA’s, are compiling data for the preliminary audit. Solid Waste Committee Report Chair Showers is having renters at her house separate trash cans to accurately judge how much trash is being put in the cans. Solicitor’s Report Solicitor Dissinger advises the bright light shining at 208 Poplar Street, impeding into others yards and on a public street, is a zoning violation. He wishes to pursue a civil judgement through the Zoning Officer, Tim Reilly. In addition, this is also an ordinance violation for a public nuisance detrimental to the health and safety which is abated by the Council through the Court of Common Pleas with the nuisance ordinance applied and Council to declare the property as a nuisance. Solicitor Dissinger is asking for this authorization for himself and Officer Reilly to send letters and proceed. Resident Mike Sweger was in attendance and asked the Council to delay any action and he will make sure the situation is corrected. President Shipp advised the situation needs to be corrected immediately and permanently or Council will take further action. Engineer’s Report Isaac advises they need two more quotes for the pigging out of sewer lines. He has no land development plans to review. Chapter 94 and Chapter 110 reports are both being prepared with data compiled from the staff for submission to DEP before 3/31. Zoning Permit Zoning Officer Reilly advises he had one application for a deck replacement at 812 Poplar. Mayor’s Report The new Commander at PSP should be open to enforcing the no parking on Market Street. He advised he will be attending a future Council meeting. The chain rusted off at the Hollow Road property and needs to be replaced. Old Business Perry County Conservation District is requesting $250 from each municipality for an electronics recycling day at the Newport Fairgrounds on April 19th. After discussion concerning charges of materials to drop off, Vice President Hertzler made a motion to approve a donation of $75. Councilmember Showers seconded the motion. Councilmember Fegley and President Shipp also approved and Councilmember Ritzman abstained. Approval passed. New Business President Shipp read a request to make a Proclamation for April to be Safe Digging Month for PaOneCall. Councilmember Ritzman made a motion to approve the request. President Shipp seconded. Approval was unanimous. Liverpool Borough had asked if the Council would be interested in having classes for the Wastewater certification class in Liverpool. After information was discussed, Council and Brycen decided he would rather travel to get the full class one time a week and have an opportunity to have a guaranteed seat for the test from DEP. He just finished the water certification class and will be taking his test on March 28th. Vice President Hertzler made a motion to adjourn. Councilmember Fegley seconded the motion. Approval was unanimous. The next meeting will be held on Monday, April 7th at 7pm.
