Millerstown Borough Council Meeting Minutes August 3, 2026 Those in attendance: President Rob Shipp, Vice President Kevin Hertzler, Council members Rich Fegley, Tim Ritzman and Donna Showers. Secretary Karen Knellinger, Plant Manager Jared Wagner, Plant Operator Brycen Little. Solicitor Bill Dissinger. President Shipp called the meeting to order at 7:00 pm. Public and Private Concerns Sign ins: None The minutes from the regular meeting were emailed and reviewed. Councilmember Fegley made a motion to approve the minutes as presented. Vice President Hertzler seconded the motion. Approval was unanimous. The bills/receipts/expenditures were reviewed and discussed. Vice President Hertzler made a motion to approve the bills as presented. Councilmember Showers seconded the motion. Approval was unanimous. Street Committee Report Jared advised the milling is done and paving should be tomorrow. Once that is done, they will get the crosswalks repainted before school starts. Sewer Committee There was a lightning strike on July 18th at the plant. Secretary Knellinger filed an insurance claim and Jared has a virtual meeting scheduled. He knows the computer controls for both basins are not working and they are aerating manually. The ORP and DO probes are not operating either and he is finding new things every day. They claim will remain open until all the affected equipment can be replaced and rechecked. Kappe will need to install the replacement parts and advise. Millerstown Borough Council Meeting Minutes Pg. 2; August 3, 2026 Water Committee Report The EPA grant will need to proceed through an engineer bidding offer before the project can proceed. The Asset Management Plan is on hold until Jared can get the plant up and running and the road maintenance done. The inventory will probably not happen until the wintertime. Finance Committee Report The Liquid Fuels audit for 2025 has been completed and presented with no findings. Councilmember Fegley made a motion to approve the audit. Councilmember Showers seconded the motion. Approval was unanimous. CFA grant request #1 was received for $204,450 with the Municipal Authority reimbursed $100,000 and the Borough reimbursed $104,450. We are still waiting on request #2 for $48,640. Solid Waste Committee Report The cleanup for 2027 will be in the Spring instead of the Fall and hopefully be better attended. The dates are 3/20/27 with a snow date of 4/10/27. Solicitor’s Report Solicitor Dissinger advises he is still researching for the data centers ordinance. The State just sent out a rather lengthy tool kit and he needs some time to process the information. Engineer’s Report Isaac advises we are still waiting on payment #2 from CFA and he has payment #3 to process for $37,525. Councilmember Fegley made a motion to approve the payment #3 as presented. Councilmember Ritzman seconded the motion. Approval was unanimous. Payment #4 will be the closeout for this stage. There was a change order and some additional grouting required but it actually reduced the cost by $18,951 less than previously bid. He will apply for the engineer fees with the closeout paperwork but that cost did go over the budgeted amount because of the insurance issues and a few other things he needed to research. Isaac advises there is approximately $70,000 remaining for the main cleanout and plumbing for pump redesign. PSI bid $15,590 and ATS bid for $47,500 was accepted by the Municipal Authority at their special meeting on July 30th. The contractor is ready to go and it should not take very long to complete. Zoning Permit Absent Millerstown Borough Council Meeting Minutes Pg. 3; August 3, 2026 Mayor’s Report Absent Old Business None New Business A resident recently purchased 40 North Market Street had concerns about the sink holes in his yard. After discussion, there is a pipe form 35 plus years ago that runs from the Greenwood School ballfield underground and it may need to be repaired. Jared will try to investigate what needs to be done. Councilmember Ritzman made a motion to adjourn. Councilmember Fegley seconded the motion. Approval was unanimous. The next meeting will be held on Monday, September 14th at 7pm. This is one week late in observance of the Labor Day holiday.
